Quebec regulation, CSA standards and how LFOM courses work.
What does the RSST require of a forklift operator?
Article 256.3 requires theoretical instruction plus practical training and evaluation under a qualified instructor. CSA B335 sets the structure: operator qualifications, theory, supervised hands-on practice and practical evaluation in the actual work environment.
How often must an operator be re-evaluated?
Every three years at most. An accident or near miss, unsafe operation, a new truck class or attachment, or a significant change in the work environment calls for retraining sooner.
Why train on site rather than at a training centre?
RSST Art. 261 ties operation to the equipment's rated capacity, its operating conditions, its attachments and the specific workplace layout. An evaluation elsewhere cannot show that.
Is an online card enough?
No. RSST Art. 261 makes a practical evaluation specific to the site mandatory, which an online course cannot provide.
Is the training eligible under the Loi du 1%?
Yes. LFOM training is an eligible expense under Quebec's workforce skills development law (CPMT), which requires qualifying employers to invest 1% of payroll in training.
What does due diligence ask of an employer?
Three things, all to be proven: foreseeing the hazards, preventing them through training and written policies, and supervising with documented enforcement.
What about aerial work platforms?
CSA B354.8 separates Group A (vertical lift) from Group B (boom), Types 1 to 3 by how the platform travels, and requires documented familiarization with each model.
Which equipment is covered?
Counterbalance forklifts, narrow-aisle reach trucks, order pickers, electric pallet trucks and stackers, telehandlers, industrial tow tractors, overhead cranes and jibs, and mobile elevating work platforms.
